To establish and administer a scheme of awards as an introduction to leisure time activities and a challenge to young people between the ages of fourteen and twenty-five to attain standards of achievement and endeavour in a wide variety of active interest calculated to provide a foundation for the development of character and of lasting qualities of good citizenship through physical and educational training, self-discipline and service to the community in accordance with three fundamental principles stated in clause (b) of the scheme of 1st july 1992, and thereby to advance the mental physical and spiritual welfare of young people in the United Kingdom.
